The Kėdainiai Primary Health Care Center is helping to improve the mental health of children and adolescents in Lithuania!

The mental health of children and adolescents is one of the areas that today requires not only professional assistance but also a well-coordinated, continuous system of services that is convenient for the child and his or her family. The Kėdainiai Primary Health Care Center (Kėdainių PSPC) will also contribute to strengthening this system by becoming a partner in the project “Implementation of a Case Management Model for Children’s and Adolescents’ Mental Health in Lithuania,” No. 09-080-P-0001.

On September 14, 2026, the State Accreditation Service for Healthcare Activities under the Ministry of Health and the Central Project Management Agency signed a project financing and administration agreement. The project will be implemented from August 1, 2026, through August 31, 2029.

The goal is to better coordinate assistance for children and adolescents

The main objective of the project is to implement an evidence-based case management model for children and adolescents in Lithuania, thereby improving the coordination and continuity of services within the primary outpatient mental health care system. Selected mental health centers and other primary health care institutions are participating in the project, including the Kėdainiai Primary Health Care Center (a public institution). In total, the project involves seven partners operating in different regions of Lithuania.

The participation of the Kėdainiai Primary Health Care Center in this project is an important step toward strengthening mental health care for children and adolescents in the Kėdainiai district and contributing to the development of a unified national approach to the coordination of services.

Focus on the child, the child's needs, and the continuity of services

The project’s target group consists of children and adolescents who attend mental health centers and have been diagnosed with certain mental and behavioral disorders or other conditions related to mental health and psychosocial well-being. The project also involves professionals who provide support to children and adolescents: child and adolescent psychiatrists, medical psychologists, mental health nurses, art therapists, social workers, and mental health case managers.

It is anticipated that, upon completion of the project, a unified mental health care case management model will be developed and tested in practice, which would help ensure higher-quality and more timely service delivery and strengthen the feedback loop between the mental health center and the patient. The Project: An Investment in Better Service Quality

One of the project’s goals is for 500 individuals in the target group to receive new or improved primary health care services, and for the quality of life of at least 25 percent of the target group who receive these services to improve.

The project is financed by the European Union under the EU Funds Investment Program. The total value of the project is 1,699,999 euros, of which 1,444,999 euros come from EU funds. The project is being implemented by the State Accreditation Service for Healthcare Activities under the Ministry of Health.

The Kėdainiai Primary Health Care Center’s participation in the project is an opportunity to contribute, together with other Lithuanian health care institutions, to the development of a more modern, better-coordinated, and child- and adolescent-centered model of mental health services.
