03. Information from the Drivers' Commission
MEDICAL CHECK-UP PROCEDURES FOR DRIVERS
A new procedure for medical examinations of drivers approved by Order No 301 of 31 May 2000 of the Minister of Health of the Republic of Lithuania "On the amendment of the procedure for preventive medical examinations in health care institutions". The medical certificate E083-1 for driver's health check-up may be issued to persons not more than one year younger than the legal age for driving a vehicle of that category.
Drivers and driver candidates registered with the Kėdainiai PSPC must be examined by a family doctor (children under 18 - paediatrician) within one year. Children under 18 years of age are only registered for a child and adolescent psychiatric consultation at the Drivers' Commission during the Tuesday opening hours of the Drivers' Commission.
Drivers who are registered with other medical institutions but wish to have their health checked at the Kėdainiai PSPC must have a medical certificate/referral (form 027/a) or a medical certificate/referral letter (form 027/e) from a family/children's doctor.
Drivers who have been registered with other municipal health services in the last five years must have a "Medical Records Extract/Referral" (form 027/a) completed by the psychiatrist at the mental health centre that provided the care.
Please bring a completed Driver's Declaration of Honour with you to the Drivers' Commission. The form can be found here...

When to call a doctor to your home?
Doctor calls to the home are recorded when:
- the patient has a fever of 39 degrees or more;
- the patient does not walk;
- have flu-like symptoms (high temperature, chills, bone and muscle pain) during an influenza epidemic.
The complaining patient is registered on the same day as an emergency:
- sudden onset, severe pain in any location (head, heart, abdomen, etc);
- shortness of breath, a feeling of heaviness in the chest;
- bleeding;
- sudden impairment of vision, speech, mobility;
- in the event of an injury.
IMPORTANT!
- Don't forget your personal documents when you arrive at the clinic. You need a passport for working people, a disability certificate for disabled people and a pensioner's certificate for pensioners.
- Patients are registered in advance for a scheduled visit (prescription).
- The doctor sees patients at the times indicated on the vouchers. Minor deviations may occur in relation to emergency care for patients brought in by ambulance.
Patient outpatient card
The document of a healthcare institution, which is used to settle accounts with the Territorial Health Insurance Fund, provide the necessary information, and carry out audit checks at the request of law enforcement authorities. In the case of consultations with other medical institutions, the outpatient card is not given to the patient, as all the necessary essential information is recorded by the referring doctor in the 'Extract from medical records' form No 027. The patient can copy the desired information from the card at his/her own expense if necessary. In the event of a transfer to another medical institution, the outpatient card shall be forwarded to that medical institution after the necessary paperwork has been completed.
For the attention of pregnant women
There is a antenatal care room No.55 on the 2nd floor of the Kėdainiai PSPC, open daily from 8.00 to 16.00. On arrival at the clinic, you can register the same day at the adult reception at window 2. The clinic offers outpatient antenatal care by a midwife and schedules follow-up appointments.
Changes to the procedure for medical rehabilitation services
From 1 January 2023 , referrals for medical rehabilitation services will be made by a physical medicine and rehabilitation doctor instead of a family doctor.
As a result, from 1 January 2023, GPs will not be able to write referrals for medical rehabilitation services.
From 1 January 2023, the first phase of medical rehabilitation services will be known as initial medical rehabilitation services.
The family doctor writes a referral only for initial medical rehabilitation services.
Initial outpatient medical rehabilitation services for the same illness are paid for from the budget of the Compulsory Health Insurance Fund (hereinafter - "CHIF") no more than 2 times a year.
Until 31 December 2022, a referral for medical rehabilitation services signed by a family doctor and the form No 2011T "Notification of consent to reimbursement of rehabilitation costs from the budget of the Compulsory Health Insurance Fund" issued by the Territorial Health Insurance Fund will remain valid in 2023, until the expiry of the period of validity of these documents.

The Dentistry Department employs 12 dentists and 6 dental assistants. It provides therapeutic (dental treatment) and surgical services (tooth extraction, abscess drainage, etc.).
The department has 2 dental hygienists who provide professional oral hygiene. There is a charge for these services for patients over 18 years of age. Patient registration takes place at the reception of the dental unit.
Children's tooth decay prevention programme
Since 2005, the Dental Department of the Kėdainiai Primary Health Care Centre has been running a children's tooth decay prevention programme. The aim of the programme is to protect the newly erupted permanent molars from early caries. To this end, the furrows and hollows of the permanent molars are coated with silane, a material that protects the chewing surfaces of the teeth from bacteria and carbohydrates.
Children's permanent molars are coated with silantic materials between the ages of 6 and 8, and permanent second molars between the ages of 11 and 13. If there is a high risk of tooth decay (as determined by the dentist), silanes are also used to cover the furrows and pits of other teeth, such as the capillaries and sometimes the upper lateral incisors. It takes between 5 and 6 minutes per tooth to apply the silane. The procedure is completely painless and does not require the use of a drill. The grooves and pits are thoroughly cleaned to remove any plaque, rinsed, dried and covered with a liquid substance which is hardened with a light (helium) lamp. The silants remain in the sockets for several years and protect the tooth from external influences. In addition, the silants contain fluoride, which is then released and helps to strengthen the enamel of the furrow or socket. Therefore, silants are an excellent preventive measure.
If you wish to make use of this option, you can contact the reception of the Dental Department between 7.00 and 18.00 every working day. Children must be accompanied by a parent/guardian.
What should you do if you have a tooth extracted?
- Keep the swab in place for 30 minutes after the tooth extraction. If the bleeding persists, keep the new swab in place for another 20 minutes.
- Do not rinse for the first day after tooth extraction to avoid rinsing away the clot. In the following days, you can rinse with disinfectant solutions (especially after eating).
- To reduce swelling, place an ice bladder on the cheek and hold for 30 minutes.
- Don't starve, eat softer and gentler foods.
- Brush your teeth gently, morning and night.
- Don't overdo it.
- Avoid alcohol for the first 24 hours.

13. About the Mental Health Unit
MENTAL HEALTH UNIT
The modern world is full of stress, anxiety and tension that many people face. These are natural feelings that can affect mental health.
Mental health is not just the absence of mental disorders, but also general emotional, psychological and social well-being. It enables you to think clearly, feel emotions, build relationships and cope successfully with life's challenges. Maintaining good mental health is just as important as physical health.
If you are experiencing mental health problems, it is important not to hesitate to seek help.
The Mental Health Unit is staffed by a team of specialists:
- Psychiatrists;
- Child and adolescent psychiatrists;
- Psychologists;
- Social workers;
- Case managers;
- Mental health nurses.
Services at the Mental Health Unit:
- Consultations by a psychiatrist, child and adolescent psychiatrist - mental health assessment, diagnosis, medication, preventive check-ups, monitoring and treatment of patients with addiction diseases.
- Psychological consultations - psychological examination, psychodiagnostic tests, child development assessment (DISC test), individual/group interviews, psychological support in cases of bereavement, violence, other psychological crises, behavioural disorders in children and teenagers. Counselling on parent-child relationships.
- Counselling by a social worker - help with social, life and family issues related to mental health. Substitute supportive treatment programme (methadone treatment), harm reduction programme - Low Threshold services.
- Case manager counselling - psychological and social help, counselling, support, advocacy.
- Mental health nurse consultation - ensuring the procedures prescribed by the doctor, monitoring and supporting the patient.
When to seek help from mental health professionals:
- When you feel constantly depressed, you are often stressed. Anxiety, violence - these can be signs that you need help from a specialist.
- When mental health has deteriorated (sleep disturbances, panic attacks, impaired social functioning, which occurs when a person is no longer able to do what they used to be able to do normally because of psychological or emotional difficulties .
- When your GP recommends it, or when you yourself see that the situation is not improving.
- For people in crisis and at risk of suicide.

17. About the Psychiatric Day Hospital
Psychiatric day hospital
Since 17 December 2013, the Mental Day Hospital has been providing services in Kėdainiai PSPC.With the Mental Day Hospital in Kėdainiai, there is no longer a need for patients to be referred to psychiatric hospitals, where they receive adequate support and treatment, but are separated from their families and loved ones. The day hospital focuses on rehabilitation and employment activities for patients. Upon arrival, patients are encouraged to maintain their independence, daily living habits, psychological communication, household and work skills. Patients are treated in the day hospital for a maximum of 30 working days. Most importantly, unlike in conventional hospitals, patients arrive early in the morning and can return home in the evening after spending the day. This gives them the opportunity to recover in the comfort of their own family, without having to leave their usual environment, and it eases the daily routine of the family members and relatives who care for them, giving them respite and the opportunity to carry out their normal work.
Each inpatient receives an individual treatment programme, with appropriate medication, psychotherapy sessions, relaxation sessions and psychoeducational programmes for both patients and their families, depending on their health status.
Psychiatry Days inpatient services are provided by a specialistų team:

Treatment in a psychiatric day hospital:
- reducing the time spent in hospital (lowering costs);
- Patients continue to receive adequate treatment and rehabilitation until outpatient treatment is available;
- the patient does not lose contact with the family;
- Avoids the desocialisation of the patient that occurs with prolonged psychiatric hospitalisation;
- After discharge from inpatient to outpatient treatment, handover between the psychiatrist and the patient's family doctor is ensured.
Psychiatric day hospital services:
- individual consultations with a psychiatrist/psychotherapist (assessment of mental state or behaviour);
- individual psychotherapy sessions;
- individual and group consultations with medical psychologists;
- individual counselling by a mental health nurse (counselling or training on prescribed or self-selected medication);
- individual counselling by a social worker (counselling and training related to individual care and daily activities);
- Individual occupational therapy (memory, orientation, perception or attention skills);
- physiotherapy services (movement skills training);
- Relaxation (psychological skills training);
- Light therapy;
- group psychoeducational sessions.
